A part or assembly is considered to have failed under one of three conditions: (a) when it becomes completely inoperable, (b) when it is still operable but is no longer able to perform its intended function satisfatorily, or (c) when serious deterioration has made it unreliable or unsafe for continued use, thus necessitating its immediate removal from service for repair or replacement
